Morocco has sixteen regions, each headed by a wali , and a regional representative council of "forces" in the region. These regions have the status of local community 53 . Article 101 of the Constitution states: "They [local authorities] elected assemblies responsible for managing their affairs democratically under the conditions determined by law. Governors carry out decisions of the provincial assemblies, prefectural and regional conditions determined by law. "
